puzzling traffic light

While waiting for the traffic light to change to cross over to Wheelock Place from the International Building crossing, I noticed an out-of-place traffic light facing International Building at the intersection of Orchard Road and Angullia Park (the street between Liat Towers and Far East Shopping Centre).
Strange because firstly, there's no (straight) traffic going towards that direction (dead end/T-junction) and secondly, it's calibrated to change signals together with those on Orchard Road, which are perpendicular to it. You'll know it when you see it.
